what are the rules and regulations for foreigners to invest in Malaysia? is the paperwork and clearances etc esy? does the ownership come with the needed visas to live and work in Malaysia etc?

I am a foreigner and have bought some properties.
Over the last few years the rules and regulations for foreigners have become relaxed in Malaysia. Now it's very simple. Foreigners can buy any property they want in Malaysia subject to State Authority consent(subject to a certain minimum price dependent on the relevent state authority), which takes about 1-3 months depending where the property is.
So once you've put down your 10% on your property, you make this application to the State Authority, and there is a 99.9% chance it would get approved - it's just a formality.
That's it. That's the only difference between a foreigner and local buying.
Answering your second question about ownership coming with Visa. No, a visa and ownerhsip are independent. To make life confusing the Malaysia My 2nd Home (MM2H) program write-up by the government states that if you are approved for the program you have the right to buy two or so houses each bought for over a certain amount. It is a fact that you have the right to buy two properties anyway. You don't need to be on the MM2H to buy any properties.

Your first question, I can't answer that well because I tend to deal with higher-end properties. Just have a look at the apartments in this website and you'll get a fair idea. Remember that there is a minimum price of an apartment that a foreigner can buy.
The downpayment would be an absolute minimum of 15%, but it's more likely to be 20-30% depending on your credit and the bank. Add around 5% transaction costs on top of that.

The answer is yes, but there are certain conditions. Besides, acquiring loans is also more difficult for foreigners. Try Malaysia My Second Home, you may have better luck.

Malaysia My Second Home will likely not help in this regard. Malaysia My Second Home is a program anabling people to stay in Malaysia for a long-term - it would requre you to give a large deposit in a bank account, and it would also require you to go through other procedures.
If you want to buy a house, just do it outside the MM2H program. If want to migrate to Malaysia, then look at the MM2H.

The minimum criteria is that foreigners have to buy a property worth RM 250000 or above....can they buy 2 properties like one house for RM 180000 and one shop for RM 180000 or do they have to buy each property worth 250000 and above? i will really appreciate if someone answers this query coz my parents are waiting to know this information before applying for mm2h....thanx

I would really appreciate your help.
I am a foreigner, being in negotiation to buy a new house. I didn't sign the SPA yet, since there is a clause that I'm afraid it will create a problem later. The clause is regarding the payment completion date. It is written that I need to complete the full payment within 3 calendar months. Initially I am OK with that clause, since I will not apply any loan, means I can pay any time. However, knowing that I need to obtain the state consent, even though it is only formality with 99.99% possibility of success, but we don't know how long it will take, I am afraid it will take more than 3 months, so that I will need to pay the late payment interest, or worst, the developer cancel the SPA by forfeiting the 10% DP.
I asked the developer to modify the clause, to become "3 months after the date of state consent". But they are not willing to accept. My question now is: Do I need to take the risk by signing the SPA (hoping that the state consent will be issued before 3 months with no guarantee), or I'd better cancel to buy the house?
Please help me, I need to decide within these few days. Thank you.

For me, it's simple. Don't sign anything if you don't feel comfortable with anything...Try to ask around with other property agents.

How long did the state authority consent take? Have you got it yet? I know someone who applied and got it back in 1 month - that was with the DBKL.

In JB, if foreigner wanted to buy Condo, it will have to be RM350K and above.
The bankers which I am working with can provide loans between 60%-80% (for local 90%), depending on the buyer's income.
As for state consent, it will have to depend on the ability of the lawyer who is doing it for you. Normally, they will have their ways of cutting short the time.
Another way of buying property here is to use a company registered in Malaysia.

Is there anything that people can buy off-plan now or is still at the stage where developers deciding what to build?
Do you think it could be a good investment?

You just need to provide a few income docs and if you're a business owner, you only need to provide photocopy of passport,6 months personal bank statement,6 months company bank statement and any Fixed Deposit (in any bank) if applicable. u can erase all info given above
as recently requirements for foreigner to purchase properties in malaysia, the minimum value of the purchase properties must be more than rm500K
last year min property value for foreigner purchaser must be more than 250K
