Hi,
1. Normally if you did inform the owner or the agent that you are moving, if the tenancy agreement is not expire yet, then you are allowed to move but your rental deposit will be forfeited. The utility deposit will be return to you, if no outstanding bills.
2. In other countries, if you don't finish the tenancy agreement terms, then you will still have to pay rental of the balance month till the tenancy expired or other alternative is to find another tenant to take over the unit.
3. In Malaysia, you don't have to. Worst come to worst, just get your rental deposit forfeited.
